Official Plan Phasing
The new Official Plan will be implemented in three phases – replacing the existing plan.
- The current draft provides the Phase 1 framework and policies to guide development and decision making to 2051. The updated town structure is supported by town-wide policies and policies for three defining systems: the Environment and Open Space System, the Rural System, and the Urban System
- The Urban System includes over 4,000 hectares of new urban area in south Caledon to be developed as new community and employment areas over the next 30 years. Future secondary plans will provide detailed policies for those areas.
- Phases 2 and 3 of the Official Plan Review will add:
- more new policies as studies are completed about growth management, major transit station areas, mineral aggregate resources, and truck parking and goods movement
- updated policies for the Town’s existing secondary plan areas - until then, those areas would remain subject to the existing Town of Caledon Official Plan

Creating Complete Communities
Help us create complete communities
Introduction
Our focus with the Official Plan is to manage the growth that’s expected in Caledon – we need your help!
We want to ensure that our communities are modern, keep in mind cultural and historical character and that our environment is protected.
This is an opportunity to tell us how we can balance growth as Caledon becomes a place for people to live, do business, be involved within the community and more.
Let us know where growth should happen and what you would like to see the future of Caledon looking like.
About the mapping tool
You can select different pins to suggest businesses, services and community amenities that are needed to improve life in Caledon’s communities. Keep in mind that there are two types of areas on the draft concept map to drop pins within/around:
- Urban Centres - these will connect to other urban centres and downtown areas via train or various public transportation and are typically more dense like a downtown, comprised of housing, tall buildings, and a variety of amenities.
- Neighbourhood Centres – these will serve as mixed use areas and will be comprised of various types of housing, shopping plazas, mid-sized buildings, parks, schools, etc all integrated in the neighbourhood space.
You can also drop pins outside of these two areas if needed. Learn more about Urban Centres and Neighbourhood Centres.
How to participate
Drop a pin on the draft concept map to tell us what types of businesses, services and community amenities are needed to support a high quality of life in the identified Urban Centres, Neighbourhood Centres and elsewhere in Caledon. There are seven types of pins:
- Businesses (groceries, general retail, dining, cafés, etc.)
- Institutions (health care and medical facilities, schools, higher education)
- Entertainment (arts and cultural facilities)
- Parks
- Community facilities (libraries, community centres, recreation facilities)
- Transportation (cycling facilities, trails, multi-use paths)
- Other
When you drop a pin you’ll be asked the following question:
- Why did you drop a pin here?
