Bolton Secondary Plans Review
Status Update
Council’s adoption of the Official Plan Amendment (OPA) to establish the Bolton Secondary Plan has been appealed to the Ontario Land Tribunal.
More information will be provided on the status of the secondary plan, as well as the related Community Planning Permit (CPP) By-law , as soon as it is available.
- Notice of Adoption of Official Plan Amendment No. 003 and Regional Official Plan Amendment C-1- By-law 2025-108 (File No. POPA 2025-0003, Bolton Secondary Plan).
- Notice of Passing for the CPP By-law - By-law 2025-109 (File No. RZ 2025-0019, CPP By-law for the Planned Bolton South GO Major Transit Station Area).
A separate OPA will be prepared for the properties associated with Downtown Bolton, including the Special Policy Area (flood hazard area) and Heritage Conservation District, to incorporate them into the Future Caledon Official Plan and Bolton Secondary Plan.

Community Planning Permit System (CPPS)
Caledon is piloting a Community Planning Permit System (CPPS) within the planned Bolton South Major Transit Station Area (MTSA). The CPPS will help streamline the development applications in the area and support the implementation of the Bolton Secondary Plan, which is being developed concurrently by the Town. The CPPS is also part of the Town’s initiatives under the Housing Accelerator Fund.
What is CPPS?
Community Planning Permit System (CPPS) is a land use planning tool that streamlines development approvals by combining three separate approval processes: Zoning by-law amendments, Minor variances and Site plan applications into a single permit application and review process.
CPPS will be implemented through a Community Planning Permit (CPP) By-law. Once approved, it replaces the Town’s Zoning By-law as it applies to the area.
A draft CPP By-law was released for public comments on September 25, 2025. The Town hosted a public open house on October 14, followed by a statutory public meeting on October 21, 2025. A recommendation report was considered on November 11, 2025, and Council passed the final CPP By-law on November 25, 2025. The related documents are provided above.
