Project Overview

The Town of Caledon (Town) has initiated a Schedule C Municipal Class Environmental Assessment (MCEA) study for Torbram Road between Mayfield Road and Old School Road.

The need to improve Torbram Road has been identified through the Town of Caledon’s 2024 Multi-Modal Transportation Master Plan (MMTMP) and the 2025 Future Caledon Official Plan, which recommend widening the corridor from two to four lanes between Mayfield Road and Old School Road by 2031 to support planned growth to 2051. The corridor is expected to experience significant increases in traffic volumes as a result of major planned developments as well as broader regional growth and future transportation infrastructure such as Highway 413.

The study will support increased north-south capacity, improve safety and travel efficiency, and accommodate multimodal transportation needs through a review of roadway capacity, intersection upgrades, provision of active transportation facilities, and associated infrastructure improvements.

Class EA Process

The study is being carried out in accordance with the requirements of a Schedule C Municipal Class Environmental Assessment (October 2000, as amended 2024), which is approved under the Ontario Environmental Assessment Act. The study will evaluate and recommend solutions in consultation with the public, Indigenous Nations, and all relevant agencies.

At the conclusion of this study, an Environmental Study Report (ESR) will be prepared to document the MCEA process completed, existing conditions, identification and evaluation of alternative design concepts, the technically preferred plan, anticipated project affects and recommended mitigation measures. The ESR will be filed for a minimum 30-day public review period. Notification of study completion, including details of the ESR Filing will be published in the local newspaper and posted on this webpage.
