What is a Municipal Class Environmental Assessment?
A Municipal Class Environmental Assessment (MCEA) is a planning process that helps municipalities, such as the Town of Caledon, to understand transportation needs, review different improvement options, and identify a preferred solution. It looks at technical, environmental, and community considerations before any decisions are made. Once the MCEA study is completed, the municipality may proceed to detailed design and construction moves forward.
What types of improvements are being considered?

Preliminary design for the proposed improvements will be developed through the MCEA study. No final design has been selected at this stage.
Will walking and cycling be considered?
Yes. Improving conditions for walking, cycling, and other forms of active transportation is an important part of the study. New or improved sidewalks, cycling facilities, and crossings will be reviewed as part of the planning process.
Will this study decide exactly what will be built?
While the MCEA study will identify the preferred solution and develop a preliminary plan, the detailed design and associated contract package will be prepared at a later stage and subsequently construction. Following completion of the MCEA Study, the timing of detailed design and construction will be subject to Town’s capital program priority, funding availabilities and approval by Council.
How are environmental impacts reviewed?
The study looks at potential environmental effects caused by the project. Ways to reduce or avoid impacts, where feasible, are reviewed as part of the process.
Are Indigenous Nations involved in the study?
Yes. Indigenous Nations and Representative Organizations with interests in the MCEA study are being engaged as part of the planning and decision‑making process.
Will properties be affected?
At this stage, no decisions have been made about property impacts. Possible effects to nearby properties will be reviewed as the study develops, and any potential impacts will be clearly identified and communicated.
