Project Update

On June 25th, 2024 Council adopted of the Town of Caledon’s Multimodal Transportation Master Plan (MMTMP) – the Town's blueprint for transportation planning to proactively address future growth by 2051. The plan provides a framework, high-level policies and direction for developing a multi-modal transportation network that supports sustainable communities, complete streets and multi-modal connections within the Town and connections to Regional and Provincial transportation networks. Caledon is expected to grow to 300,000 people and 125,000 jobs by 2051. To support this growth, the Town has initiated a Multi-Modal Transportation Master Plan (MMTMP) in coordination with the Caledon Official Plan (OP). The MMTMP is the long-term vision for Caledon’s transportation network, encompassing strategy, initiatives and infrastructure. The plan looks ahead 30 years and considers the Town’s transportation infrastructure needs to support growth and the changing needs of travellers. The MMTMP recommends a practical, long-term plan for the Town’s transportation system to meet the needs of pedestrians, cyclists, transit riders and motorists while enhancing connectivity and accessibility, promoting sustainability, reducing environmental impacts, and supporting economic development.

Future Caledon: Our Official Plan has been adopted by Council on March 26, 2024.


Caledon Multi-Modal Transportation Master Plan Vision

The Town of Caledon is experiencing steady growth with increasing demands on the transportation system. By 2051, the Town will manage this demand with a well-connected, convenient, reliable, safe, and accessible network built on Provincial and Regional Plans. The transportation plan will provide diverse travel choices for a vibrant, healthy community that supports livable communities, complete streets, and climate commitments.

The MMTMP also includes:

  • Understanding of existing transportation network and its characteristics;
  • Assessment of future transportation demand and deficiencies;
  • Transportation strategies and directions to accommodate future growth and development;
  • Amendment of existing Official Plan policies, transportation schedules, and overall transportation network/system recommendations.

Caledon Multi-Modal Transportation Master Plan Objectives

MMTMP is to address key transportation issues, meet current and future community needs, review the viability of outstanding recommendations from previous plans and propose projects to help the Town manage future growth.

Key objectives relevant to the MMTMP:

  • Develop a future-ready transportation plan for the Town and expand the multi-modality of the transportation system including driving, transit, walking, cycling, and other emerging mobility options.
  • Provide infrastructure to support and manage future land use growth and address the needs and priorities of both rural and urban communities.
  • Deliver sustainable strategies that protect natural heritage assets while reducing transportation’s effects on climate change.
  • Build a safe and inclusive transportation system that supports age-friendly communities and promotes healthy living.
  • Develop complementary transportation solutions that support Provincial, Regional, and Local policies and the Town’s Official Plan.

Process

The MMTMP will be informed by the existing Caledon Transportation Master Plan (2017); Provincial and Regional Plans; updated population and movement data; best practices for sustainability and climate change; changing community needs; new forms of transportation mobility, and the new draft Official Plan which is currently underway. The MMTMP will be conducted in four stages.

  • Stage 1 – Background Context and Existing Conditions.
  • Stage 2 – Future Needs and Opportunities.
  • Stage 3 – Assessment of Alternatives and Preferred Solutions.
  • Stage 4 – Implementation Planning.
