Pandemic resilience 

  • As with many municipalities, Caledon was negatively impacted by the pandemic. Through the 2022 Budget, we continue to focus on recovery and resilience.

  • If the impact of the pandemic isn’t addressed in a timely manner, issues will be magnified in years to come.

Caledon growth 

  • The Province and the Region have identified Caledon as a major area of growth – we continue to work on planning for a prosperous and sustainable Caledon. Some of these growth areas include:

-On-going work on the Official Plan which will guide Caledon’s future growth.

-Continue to renovate, expand and build facilities that will be in greater demand such as the Fire Hub and Caledon East Community Complex.

Community needs 

  • The Town continues to respond to community needs by increasing resources for, but not limited to:

  • Parks

  • Age-friendly programming and support

  • Energy and environment

  • Active transportation etc.

    The Town’s user fees are based on the cost of providing the service. They are also compared to other municipalities before being finalized.

    Fines paid through the Provincial Courts are not meant to be a ‘cost recovery’ tool for enforcement purposes. They are meant to be a financial penalty and the amount of the penalty is at the sole discretion of the Justice of the Peace.

    While the amount of fines paid through the courts are tracked, they are not tracked based on the particular By-law offence .  Also fines that are paid in any given year are not necessarily as a result of a By-law charge that was laid in the same year. For example a fine paid in 2021 may be the result of a charge that was laid in 2020 or even 2019 but the matter was not heard by the court until sometime in 2021. Or a Justice of the Peace may give a defendant time to pay a fine and this extra time may result in a fine levied in 2020 but the defendant is given time to pay that carries over into 2021.

    In regards to a “profit and loss statement” to see if the hiring of additional officers is cost effective - the effectiveness of enforcement is not easily measured with a financial analysis but more effective is when someone makes the decision to follow a particular By-law and there is no court action necessary or fines collected. 

    It’s important to understand that the payment of a fine in itself does not mean that the By-law will be followed in the future. It simply means that a person has been found guilty of not following the By-law. 

    Also, there are other non-financial benefits that are achieved by when By-laws are followed such as eliminating the negative impacts on adjacent properties/neighbours, impacts on streetscapes, wear and tear on roads, detrimental environmental impacts. 

    Any fines resulting from enforcement actions associated with illegal trucking operations, will not be recognized until the end of 2021 or 2022.  Revenues for fines are recognized when they are paid, not when they are charged. Learn more about Proactive Land Use Enforcement.

    The amount to be borrowed through debenture for the Caledon East Community Complex expansion is estimated to be $4,646,593.  Assuming a 2.5% interest rate over 10 years, the total interest charges would be $610,000

  • Share Hi there, Would love to see some upgrades made to the workout section at the Caledon Center. Although new equipment machines have been added the free weights are really outdated. It's such a beautiful space but there seems to be an extensive amount of wasted space that could be used for new squat racks, bench press, upgraded benches, more mirror space, etc....     Thank you for your inquiry. We appreciate your feedback about the workout area at the Caledon Centre for Recreation and Wellness.  

    There are currently several large pieces of fitness equipment that are in storage due to the requirement to allow for social distancing in the fitness area. As restrictions are lifted, we will return these items to the main floor.  In the meantime, there is an extra rack and bench available in the fitness room which can be used by patrons when it’s not being used for personal training or a fitness class.

    As part of the 2022 budget process there is a request to replace cardio equipment at the Caledon Centre. This request is part of the asset management process and replacement cycle. We will continue to monitor the condition and demand of equipment to determine future replacement requests.
