The Town of Caledon is establishing a Special Events By-law and permit process to ensure temporary public events on private property follow clear protocols and comply with zoning and land use regulations.

Why a Special Events By-law?

The Town is seeing increased interest in hosting public events. By implementing a Special Events By-law and an associated permit process, the Town aims to clearly establish requirements for large public events to improve and proactively address any anticipated community impacts.

What is a Special Event?

For the purposes of the development of this By-law, a Special Event is defined as: any indoor or outdoor activity, parade, festival, concert, exhibition, assembly, or other event that is Open to the Public, including events conducted outdoors under tents or other non-permanent structures, on Private Property, at which more than 500 persons are anticipated to attend, or do attend, during any one day.

Examples include: music concerts, cultural festivals, large-scale sporting events, agricultural or craft fairs, markets etc.

What types of events are not regulated by this proposed by-law?

  • Public or private events on Town-owned or public property.
  • Private events hosted on private property.
  • Weddings, large family gatherings, birthday celebrations, etc.

Proposed Special Event permit process

Permit applications are proposed to be submitted through one of two intake streams outlined below:

Stream 1: Standard Event Intake

Stream 2: Complex Event Intake

For events not requiring exemption from one or more Town by-laws

For events seeking exemption from one or more Town by-laws (e.g., Noise, Parking, Site Plan Control).

Online permit application is submitted by applicant.

Online permit application is submitted by applicant, which is followed by a pre-event consultation meeting between applicant and administrator.

Simple review process by administrator.

After the pre-event consulting event meeting, the application will be reviewed in detail by Caledon Fire and Emergency Services, Municipal Law Enforcement, Development Planning, Building Services and any other relevant department.

Special Event Permit is issued to the applicant.

Once all applicable permits and documents have been received by the administrator, Special Event Permit is issued to the applicant.

No application fee.

No application fee.
