Bill 240, Peel Transition Implementation Act, 2024

The Province announced the Peel Transition Implementation Act, 2024 which, if passed, will download all Peel Regional roads to Brampton, Caledon and Mississauga effective July 1, 2026. The proposed act will also transfder waste services to the City of Mississauga while the Region will maintain waste management services for both Brampton and Caledon.

The Ontario’s Provincial Land and Development Facilitator (PLDF) advisory agency will work with the municipalities to facilitate the process for service transfers. A 45-day public comment period is open on the Environmental Registry of Ontario, inviting residents, businesses, and partners to share their feedback on the proposed legislation:

Background

On December 13, 2023, the Province announced a planned update to the Hazel McCallion Act (Peel Dissolution), 2023 that would preserve Caledon's connection with the Regional Municipality of Peel within a two-tier governance system.

As part of the announcement, the Province recalibrated the Transition Board's mandate to providing recommendations on optimizing the delivery of services that support the commitment to build more homes, including land-use planning, servicing, roads and waste management. Regional services such as paramedics, public health, human services and housing would continue to be provided by the Region of Peel. Regional planning services were downloaded to the local municipalities effective July 1, 2024 and Caledon has made significant progress to ensuring the efficiency of local planning.

On May 21, 2024, Caledon Council made the Province's Transition Board aware of the high cost of transiting road and waste management services to Caledon for taxpayers. While committed to the Provincial process, Council called on the Province to follow through with its commitment to keeping Caledon whole.

    In January 2023 I had a medical emergency for my husband. It took ambulance services over an hour to come to the house - and we are still in Peel Region for another year!!

    Once Peel Region dissolves - how long will it take for a medical emergency to be addressed? Will there be services provided to Bolton after the dissolution? Will we have to wait a long time to get ambulance service?

    As a senior I am very anxious about these and other future services.

    Town of Caledon should have their own to service all of Caledon residents.
