The MMTMP expands upon Provincial, Regional and Town plans and initiatives to address mobility needs to 2051, which is consistent with the Future Caledon Official Plan. The MMTMP is a long-term strategy that guides the planning, policy, and infrastructure needs of the Town’s multi-modal transportation system to accommodate future growth and development.
While the MMTMP identified a conceptual collector road network within the study area, bounded by Coleraine Drive, Mayfield Road, Mississauga Road and Old School Road, this Addendum to the MMTMP (the Study) seeks to identify a preferred collector road network alignment with a focus on improving east-west connectivity by considering alternative solutions and seeking feedback from the public and stakeholders.
The Study is being carried out in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015 and 2023), which is approved under the Ontario Environmental Assessment Act. The MMTMP follows Master Plan Approach #1 under the Municipal Class Environmental Assessment (MCEA) process which is a broad level assessment requiring more detailed investigations at the project-specific level to fulfill MCEA requirements.
Why are we doing this?
Caledon is projected to experience significant growth, with an estimated 300,000 residents and 125,000 jobs by 2051, compared to approximately 76,500 residents and 42,000 jobs in 2021. A large part of this growth will occur within the Settlement Area Boundary Expansion (SABE) lands. The Addendum study area captures most of the SABE lands and comprises approximately 62 square kilometres of rural and urban residential land. There is currently a three-kilometre distance between Old School Road and Mayfield Road, which may present gaps in east-west connectivity as the study area develops and negatively impacts future multi-modal transportation. The Addendum to the Caledon MMTMP seeks to explore alternative solutions to improve east-west connectivity through the future neighbourhoods with feedback from members of the public and stakeholders.
We are developing the MMTMP Addendum to:
- Improve Connectivity: Ensure transportation links connect neighbourhoods, business hubs, schools, and recreational areas efficiently, and enhance the quality of life.
- Support Sustainability: Develop collector alternatives that promote green, low-carbon travel options, helping to advance Caledon’s climate action goals.
- Expand Travel Choices: Support options like walking, cycling, and public transit to help people move around easily and safely.
- Satisfy the MCEA Process: Assess the problem and opportunity and evaluate alternative solutions to satisfy Phases 1 and 2 of the Municipal Class Environmental Assessment process to support the development of the collector road network in the study area.
This plan will shape how people and goods move in Caledon, creating a community that is more connected, sustainable, and accessible for all.

- Engaging with Caledon’s diverse community to reflect their needs and ideas.
- Supporting the significant population and employment growth planned in Caledon.
- Planning for all modes of transportation: walking, cycling, transit, and driving.
- Aligning with Caledon’s MMTMP and Future Caledon Official Plan.

An Addendum to the MMTMP (the Study) is being undertaken to further refine the transportation network within the Settlement Area Boundary Expansion (SABE) lands. The study area is bounded by Coleraine Drive, Mayfield Road, Mississauga Road, and Old School Road comprising approximately 62 square kilometres of rural and urban residential land.
