2025 Playground Improvements Project Updates

Background Info:

The Town of Caledon is replacing playground equipment in several parks, per budget approved by Council. Improvements are proposed at the following park locations:

  • Adam Wallace Memorial Park (Playground & Splash Pad) - 128 Cedargrove Road (Ward 5)
  • Newhouse Park - 16 Cliffview Court (Ward 2)
  • R.W. Moffatt Park - 17 Goodfellow Crescent (Ward 6)
  • Whitbread Park – 27 Whitbread Avenue (Ward 5)
  • North Hill Park - 14051 Hwy 50 (Ward 6) - adjacent the Caledon Centre for Recreation & Wellness

Playground replacements could include:

Replacement of play features may include various climbing structures, swings, slides, and updates to colour schemes and themes of the playground. Other improvements may also be considered such as replacement of existing playground surfacing, new or reconfigured pathway connections and site furniture such as benches and trash receptacles.

Playground replacements do not include:

Playground replacements typically do not include material changes to existing playground surfacing, building new splashpads, and other large amenities or features. These amenities are not a part of neighbourhood park replacement projects at this time (Learn more about why here).

How does the neighbourhood replacement program work?

The Town regularly inspects existing playgrounds and identifies those in need of replacement and then prioritizes based on condition and safety metrics. High priority parks are then approved for replacement through the annual budget process.

Playground Surfacing:

Neighbourhood park playground equipment is typically installed with engineered wood fibre safety surfacing. Individual play equipment is suitable for ages 2-5 and/or ages 5-12 and is built to meet the Canadian Standards Association (CSA) criteria for safety and accessibility.


Past Progress:

Between December 2024 and January 2025, the Town sought input for park improvements by facilitating community engagement surveys for each proposed park location. The surveys allowed an opportunity to share your thoughts, feedback, and insight on each location to help us to plan the right play equipment for your neighbourhood.

Some of the considerations that are included through the design process includes budget, maintenance requirements, inclusivity and making the play equipment fun for a wide range of abilities, as well as specific comments and concerns raised by community members.

From Design to Construction:

The Town took the information gathered from the community engagement surveys and incorporated feasible and relevant feedback into a procurement process for Vendor(s) who will supply the design and construction of the playground improvements at each park location. Separate contracts are at varying progress stages and a current list of the anticipated completion schedule for 2025 park projects is provided below:

  • Adam Wallace Memorial Park (Playground & Splash Pad) – 2026 - Design Stage
  • Newhouse Park – Under construction April - May 2026
  • R.W. Moffatt Park – Under construction April - May 2026
  • Whitbread Park – Under construction April - May 2026
  • North Hill Park – Completed 2025, with some deficiency rectifications to occur in Spring 2026


Spring 2026 Construction:

A summary of the improvements to be completed for each of the locations undergoing spring 2026 construction is provided below.

Newhouse Park
The improvements include the replacement of the existing playground and swing set complete with engineered wood fibre safety surfacing, modifications to the existing sand play areas, and accessible concrete ramp access into the play area. Site improvements include the removal and restoration of a dead-end pathway connection, bench replacements and a permanent trash receptacle. R.W. Moffatt Park
The improvements include the replacement of the existing playground structure complete with engineered wood fibre safety surfacing, drainage, concrete perimeter curbs and accessible concrete ramp access into the play area. Site improvements also include a new accessible pathway to the playground, accessible seating area and a permanent trash receptacle. A complete set of playground renderings are available here.


Whitbread Park
The improvements include the replacement of the existing playground structure complete with engineered wood fibre safety surfacing, new concrete curb perimeter at the existing swing set area and accessible concrete ramp accesses into both the play and swing set areas. Site improvements also include replacement of the existing concrete unit paving with concrete paving, bench replacements and a permanent trash receptacle.
