The Town of Caledon provides accessible and sustainable parks, recreation spaces and cultural services for everyone. This project page will be used to get your input on what you would like to see in your parks. This includes the design of new parks, replacements and upgrades to existing parks (i.e. playground equipment, splash pads, washroom buildings, etc.), and other future park planning projects.
Parks are important for establishing and maintaining the quality of life of Caledon residents, the identity of the community, and fostering healthy lifestyles, environments. The new park will be located at 1 Tweedhill Avenue and will feature:
- Parking lot
- Washroom building
- Shade shelters
- Seating areas
- Splash pad
- Junior and senior playground
- Multi-use court
- Skateboard park
- Neighbourhood size cricket field
- Park lighting
- General landscaping and planting
Current Progress:
The park site is currently being pre- developed and serviced by the Developer through the Town’s Subdivision process to achieve established development conditions of the park site.
Next Steps:
The Town will be facilitating a procurement process for the construction of the park in Fall 2025. Construction of the park is anticipated to commence in Spring 2026, with completion by Fall 2026.

In the fall of 2024, the Town of Caledon held a public open house to seek feedback from the community to help shape the future redevelopment concept of Victoria Park, located at 35 Victoria Crescent, in Mono Mills, Caledon. Following the open house, a summary of the feedback and responses to some of the questions received was prepared by the Town and is available at Victoria Park Open House: Resident Feedback Summary.
In the spring of 2025, the Town engaged a Landscape Architect Consultant to complete the detailed design for the redevelopment of the park. The proposed concept for the site that was presented at the Open House was refined based on the community feedback received and preliminary design review. The current concept is available here.
In August 2025, a community vote on two different playground design concepts was completed. Based on your feedback from the community vote, the preferred design is Concept 1.The key features of this concept include: Climbing Tower, Tall Curved Slide and Two smaller Slides, Zipline, Inclusive Spinner, Climber, Interactive Panels, Swing Set with one Inclusive Seat, one Toddler Seat, Two Belt Swings, and One Disc Swing.
We thank all the engaged residents who took the time to share their preference for the future playground design in Victoria Park.
Next Steps:
The Landscape Architect Consultant is currently working through a detailed design, approvals and tender package. Construction of the park is to begin as soon Spring 2026, pending the Town’s 2026 budget finalization process.

In September 2022, we received input from local residents in the Mayfield West Phase 1 community on what they would most like to see in their new park, located at 18 Sparrowbrook Street. We heard from 351 residents from all areas of the community.
Here is what you told us
This park is enjoyed by people of all ages. Common interests were shared among seating areas, accessible features: parking/seating, exercise equipment, splash pad, courts and pitches, pickle ball and play structures.
The type of play at the park was mainly jumping, climbing, swinging, spinning and seesawing. The most popular theme was an adventure park with slides, ropes ladders, zip ropes or climbing features.
Next Steps:
Detailed park design has been completed with consideration of the closed survey results. The next steps for this park are currently on hold until pre-development of the park block and surrounding areas can support construction.

The Town of Caledon is replacing playground equipment in several parks, per budget approved by Council. Improvements are proposed at the following park locations:
- Adam Wallace Memorial Park (Playground & Splash Pad) - 128 Cedargrove Road (Ward 5)
- Newhouse Park - 16 Cliffview Court (Ward 2)
- R.W. Moffatt Park - 17 Goodfellow Crescent (Ward 6)
- Whitbread Park – 27 Whitbread Avenue (Ward 5)

Playground replacements could include:
Replacement of play features may include various climbing structures, swings, slides, and updates to colour schemes and themes of the playground. Other improvements may also be considered such as replacement of existing playground surfacing, new or reconfigured pathway connections and site furniture such as benches and trash receptacles.
Playground replacements do not include:
Playground replacements typically do not include material changes to existing playground surfacing, building new splashpads, and other large amenities or features. These amenities are not a part of neighbourhood park replacement projects at this time (Learn more about why here).
How does the neighbourhood replacement program work?
The Town regularly inspects existing playgrounds and identifies those in need of replacement and then prioritizes based on condition and safety metrics. High priority parks are then approved for replacement through the annual budget process.

Playground Surfacing:
Neighbourhood park playground equipment is typically installed with engineered wood fibre safety surfacing. Individual play equipment is suitable for ages 2-5 and/or ages 5-12 and is built to meet the Canadian Standards Association (CSA) criteria for safety and accessibility.
Past Progress:Between December 2024 and January 2025, the Town sought input for park improvements by facilitating community engagement surveys for each proposed park location. The surveys allowed an opportunity to share your thoughts, feedback, and insight on each location to help us to plan the right play equipment for your neighbourhood.
Some of the considerations that are included through the design process includes budget, maintenance requirements, inclusivity and making the play equipment fun for a wide range of abilities, as well as specific comments and concerns raised by community members.
From Design to Construction
The Town took the information gathered from the community engagement surveys and incorporated feasible and relevant feedback into a procurement process for Vendor(s) who will supply the design and construction of the playground improvements at each park location. Separate contracts are at varying progress stages and a current list of the anticipated completion schedule for 2025 park projects is provided below:
- Adam Wallace Memorial Park (Playground & Splash Pad) – Spring 2026
- Newhouse Park – Spring 2026
- R.W. Moffatt Park – Spring 2026
- Whitbread Park – Spring 2026
- North Hill Park – October 2025

We need to expand our park system to meet the community’s outdoor recreation needs today and into the future. The newly-approved Parks Plan will ensure we have an optimal level of service for parks that is accessible to all residents — this is the amount and type of service that meets community needs/desires and is sustainable, affordable and realistic.
This Parks Plan does not address trails and open spaces. The Town is currently creating an Active Transportation Master Plan - stay tuned for more information in future.
The Parks Plan was developed by:
- Evaluating our existing parks system.
- Outlining issues and opportunities associated with our parks system.
- Reviewing existing and anticipated park supply.
- Assessing current and future parkland needs.
- Determining park hierarchy; this includes size, type and amenities in the park.
- Planning for an optimal level of service as our community grows and changes.
- Developing strategic directions for parkland retention, use of parkland and expansion.
The new Parks Plan allows us to update our policies and priorities in alignment with Caledon’s Official Plan and to take advantage of legislation, trends and approaches in parks planning and development.
The Parks Plan was approved by Council on June 28, 2022.

We use Official Plan policies and the existing Parkland Dedication (Conveyance) Bylaw to acquire land for parks or other public recreational purposes or receive payment in lieu of parkland so parkland can be purchased according to the Planning Act .
