The amended 2026 Budget is designed to balance immediate needs with long-term planning. It ensures that as Caledon grows, residents continue to benefit from reliable services and strong financial stewardship.
Smart Growth for a Sustainable Future
The $257 million budget is comprised of a $168 million operating budget and an $89 million capital budget.
$168M Operating Budget: The operating budget ensures the delivery of day-to-day programs and services that are important to our residents.
$89M Capital Budget: The capital budget focuses on building and maintaining infrastructure to support a growing community.

“This amended budget reflects the priorities of our residents,” said Mayor Annette Groves. “It has been thoughtfully developed to set a clear direction for supporting the Town’s sustainable future, while balancing growth with fiscal responsibility and investing in the infrastructure, services and programs that matter most to our community.”
The amended 2026 Budget is designed to balance immediate needs with long-term planning. It ensures that as Caledon grows, residents continue to benefit from reliable services and strong financial stewardship.

Smart Growth for a Sustainable Future
The amended $257 million budget is comprised of a $168 million operating budget and an $89 million capital budget. The 3.27% tax increase includes:- 2.27% Property Tax Increase: This increase will support the Town’s operating costs and ensure the continued provision of essential services to residents and businesses as Caledon grows.
- 1% Annual Infrastructure Levy: Dedicated funding for critical infrastructure projects to maintain and enhance the Town’s assets and support future growth.
Operating Budget ($168M)
The operating budget ensures the delivery of day-to-day programs and services that are important to our residents, including:
- Community Safety: Continued investment in Municipal Law Enforcement and Fire & Emergency Services.
- Parks, Recreation and Culture: Support for recreational programs, cultural initiatives, and community events.
- Road Operations and Maintenance: Improvements to snow clearing, road repairs, and traffic safety.
Capital Budget ($89M)
The capital budget focuses on building and maintaining infrastructure to support a growing community:- Transportation and Roads: Investments in road rehabilitation, active transportation infrastructure, and traffic management.
- Fire Services: Acquisition of new vehicles and equipment to maintain emergency response capabilities.
- Recreation Facilities: Upgrades to community centres, including the Caledon Centre for Recreation & Wellness.
“The amended budget positions Caledon to manage growth responsibly while maintaining financial stability,” said Robert Cummings, Chief Financial Officer and Commissioner of Finance, Town of Caledon. “We continue to prioritize investments in infrastructure and essential services within a framework that ensures long-term sustainability. Following a community-wide survey, four key areas emerged as top priorities for investment:
Roads Operations: From snow clearing to road repairs, the public highlighted the need for reliable and well-maintained transportation routes that keep Caledon moving safely and efficiently.
Municipal Law Enforcement: Survey results show growing interest in enhanced by-law enforcement, particularly around traffic safety and property standards, reflecting a desire for well-managed and respectful neighbourhoods.
Parks, Recreation and Community Services: Caledon residents continue to value access to quality recreational programs, green spaces, and community facilities that foster active living and social connection.
Fire and Emergency Services: Residents reaffirmed their strong support for robust emergency response capabilities, emphasizing the importance of protecting lives and property across Caledon.
“We’re grateful to everyone who took the time to share their thoughts,” said Mayor Annette Groves. “Your feedback helps ensure that Council’s decisions reflect the values and priorities of our community. Together, we’re shaping a budget that invests in what matters most to Caledon.”
The survey results will inform staff and Council as they finalize the 2026 Budget. In June, Council approved the scheduling of the 2026 Budget Meeting for Wednesday, November 5. This initial meeting will outline the Town’s financial landscape and set the stage for budget review.
