Is a final Secondary Plan approved?

    No. The Bolton West Secondary Plan is still under development and has not been finalized or approved by Council. The project remains in an active planning and technical review phase. A finalized Secondary Plan and statutory planning process are anticipated for a future phase of work in early 2027.

    Are the land use concept maps final?

    No. The concept maps and materials presented throughout the process are conceptual and intended to support ongoing discussion, technical analysis, and public consultation. The planning framework will continue to evolve as additional studies and feedback are received. 

    Will the roads or land use change?

    Potentially, yes. Transportation alignments, land use configurations, environmental features, servicing considerations, and park/open space networks may continue to be refined as technical studies progress and additional information becomes available. 

    Will there be schools in the Bolton West area?

    Yes. The Bolton West Secondary Plan is being planned to accommodate future schools within the community. The Town is working collaboratively with the English Public, French Public, English Catholic, and French Catholic school boards to help identify potential school locations within the secondary plan area. The final number, type, and location of schools will ultimately be determined by the respective school boards as planning for the community continues. 

    How does the Subwatershed Study influence the plan?

    The Bolton West Subwatershed Study plays an important role in informing the Secondary Plan. The study examines natural heritage systems, watercourses, stormwater management, groundwater conditions, floodplain considerations, and ecological functions within the study area.

    The findings of the study guide environmental protection measures, infrastructure planning, and the overall land use framework for future growth.

    When will the Subwatershed Study be completed?

    The Bolton West Subwatershed Study is currently underway, with our environmental consultant actively collecting data by doing field work within the study area. Due to the Bolton West Secondary Plan being developed simulations, the Subwatershed Study is taking an unconventional approach by completing parts of Phase 1, 2 and 3 concurrently so that major project deliverables can be shared for integrating into the Secondary Plan.

    The completion of all three phases of the Subwatershed Study will be finalized by the first quarter of 2027, and the information will be shared publicly for use by landowners. 

    When will the technical studies be completed?

    The technical studies supporting the Bolton West Secondary Plan are currently underway and include work related to transportation, infrastructure, servicing, environmental considerations, and community planning within the study area. These studies are being completed concurrently to help inform and refine the emerging preferred direction for the Secondary Plan. Findings from the technical studies, including the Subwatershed Study, will continue to be integrated into the planning process through the summer and autumn of 2026, with major study components anticipated to be completed by the end of 2026. 

    The refined Secondary Plan is anticipated to be presented to Council in the first quarter of 2027.

    What happens next?

    Following the June 2026 Public Open House, the project team will continue reviewing feedback from residents, landowners, agencies, and stakeholders, while advancing technical studies and refining the planning framework.

    Updated policies, land use planning directions, infrastructure considerations, and environmental recommendations will continue to be developed as part of the Secondary Plan process. 

    When will the final Secondary Plan be completed?

    The Secondary Plan is expected to continue through additional technical review, consultation, and policy development over the coming months. A finalized Secondary Plan and statutory planning process are anticipated as part of the future phase of work extending into early 2027.
