Supplementary Aggregate Resource Policy Study
Notice of Adoption of By-laws 2024-082 & 2024-083
TAKE NOTICE that the Council for The Corporation of the Town of Caledon passed By-laws 2024-082 and 2024-083 on October 7, 2024, to adopt Official Plan Amendment No. 1 and amend Zoning By-law 2006-50 under Sections 17,26 and 34 of the Planning Act, R.S.O. 1990, c.P.13. This intent of these amendments is to develop updated mineral aggregate policies and mapping for the Council-adopted Future Caledon Official Plan and updates to Zoning By-law 2006-50, where appropriate, building upon the findings of the Joint Peel-Caledon Aggregate Policy Review. as indicated on the attached Schedule A.
And TAKE NOTICE that any person or agency may appeal to the Ontario Land Tribunal in respect of the Zoning By-law 2024-083 by filing with the Clerk of the Town of Caledon no later than the close of business on the 12th day of November 2024 a Notice of Appeal.
The Statutory Public Meeting took place on October 7th, 2024. Council approved (with amendments) OPA 1 and the associated policies. The policies proposed at the Statutory Public Meeting, and the amended adopted policies are posted on the Have your Say website, as well as updated maps.
On Friday, October 4, the Ministry of Municipal Affairs provided high-level comments on the statutory public meeting draft of OPA 1 and the implementing zoning by-law amendment. The project team has prepared a memorandum responding to the letter and how the high level comments have been addressed in the final drafts before Council for adoption/approval.

The Draft Official Plan and Zoning By-law Amendments are now available. These Amendments arise as a result of the Supplementary Aggregate Policy Study process and are intended to update the land use and policy framework for aggregate operations in Caledon.

September Public Engagement
The Town hosted an Open House on September 3rd, 2024. All materials presented at the Open House, including a narrated presentation, handout, and panels are uploaded to this webpage.

The Supplementary Aggregate Policy Study will build upon the joint Region and Town Aggregate Policy Review and the Town’s Aggregate Rehabilitation Master Plan. The Study will look at background on aggregates in Caledon, review aggregate Official Plan policies, and make recommendations for improvements to those policies to ensure Caledon can reach its planning goals. The webpage section below provides updates to the public throughout the duration of the study. Opportunities for community input though public consultation meetings will also be provided, as well as outreach and engagement with the Indigenous community and other interest groups.
All documentation below was prepared by the Project Team (Town Staff and retained consultants), unless otherwise noted.
The Policy Options Report is now available. This Report provides an in-depth review of the regulatory and legislative opportunities that are available to the Town (i.e. policy options) regarding aggregate operations. These policy options emerged from consultation with key stakeholders, including the Aggregate Resource Community Working Group and industry experts.
This report is the basis and primary topic of discussion for the Open House on July 25th, 2024 at the Alton Legion. See Late July Public Engagement for more details.

The Town will be hosting an Open House engagement event to solicit feedback from the public regarding the policy options which have emerged from the Study to date.

The Town hosted an Open House engagement event in late June to solicit feedback from the public regarding the policy options which have emerged from the Study to date.

Background Report
The Background Report provided an assessment on the facts and issues surrounding aggregate policy, a review of existing municipal and provincial policy, as well as an overview of the history of aggregate operations in Caledon. The Background Report was submitted as an information item and received by Town Council on May 14, 2024.
Council Training
On March 6, 2024, Council received a training session on mineral aggregate resources. The slides from that session were released to the public on the April 9, 2024, agenda of the General Committee.
